I have the honour to acknowledge the receipt
of your despatch of July 7th forwarding a list of Bolsheviks in the Far East published by the War Office
last November.
Judging from the Chinese names given in the list, the information it contains should be taken with
great reserve. To my mind it is absurd to class men
like Chu Ch'i Ch'ien, Chow Tzu Ch'i, and Liang Shih
Yi as Bolsheviks. I have known these men intimately for many years and Bolshevism is about the last thing of which I should accuse them. The Foreign Office
has full knowledge of the careers of these men, as well as of that of the Radical newspaper writer Eugene Chen; and it is difficult to understand on what grounds the
War Office have classed them as Bolsheviks.
I am sending copies of this correspondence
to the Foreign Office for their information.
